Training Requirement for Shipyard Competent Person Under Naval Sea Systems

Subj: TRAINING REQUIREMENT FOR SHIPYARD COMPETENT PERSON UNDER NAVAL SEA SYSTEMS COMMAND STANDARD ITEM 009-07 (CONFINED SPACE ENTRY, AND CERTIFICATION; ACCOMPLISH)

Ref: (a) NAVSEA Standard Item 009-07

1. Per reference (a), provide initial and annual update training for Shipyard Competent Persons (SYCP) by utilizing a National Fire Protection Association (NFPA) Certified Marine Chemist or NFPA Instructor. The length of the initial training class must be at least 24 hours. Annual update training must be at least eight hours. Maintain a current roster of designated Competent Person(s) and copies of certificates of completion for the training required in 3.1.2 for reference by the supervisor. Submit one legible copy, in approved transferrable media, of the specific documents when requested by the supervisor.

2. Training for initial SYCP certification must be in person; in person training provides the necessary time and hands on approach to allow interactive discussion with instructor and other students for familiarization, operation, and calibration of equipment used in the daily tasking of SYCPs. This approach ensures employees have a solid foundation prior to being designated as an SYCP. For recertification, a virtual live session is acceptable and would meet the intent of reference (a).

3. Updates to reference (a) will be promulgated for FY26 in order to provide necessary detail to industry.
